EFIP desde el año 2002 impulsa Alternativas de Gestión Ambiental que buscan potenciar buenas prácticas ambientales como referentes que estimulen el cambio cultural y sirvan de herramientas para la inclusión social y el fortalecimiento del tejido socio-productivo bajo el enfoque de economía solidaria. Posterior al acompañamiento y apoyo a las familias afectadas por el deslave ocurrido en el Estado Vargas a finales del año 1999, EFIP creó Vargas Recicla en el 2002, con el apoyo de la Fundación Deixalles (Islas Baleares-España). Esta experiencia en poco tiempo se convirtió en pionera en el aprovechamiento de residuos sólidos como mecanismo para la inserción socio-laboral de jóvenes y madres solteras. Posteriormente, en el año 2003, crea en el occidente del país (Estado Zulia), San Francisco Recicla.
Producto de los resultados positivos de ambas experiencias se crea el Programa Nacional de Promoción del Reciclaje (PNR) que busca servir de referencia y apoyo a comunidades organizadas, cooperativas y experiencias asociativas en procura de soluciones al manejo ambientalmente adecuado de los residuos para mejorar sus condiciones de vida.
