REALIZADO EN CARACAS ENCUENTRO NACIONAL DE CONSEJOS COMUNALES

El Encuentro se propuso: un intercambio de experiencias, profundizar en el análisis y reflexión sobre la situación social y ambiental a nivel comunal y global; y finalmente, construir una agenda común de intercambio, formación y fortalecimiento de las iniciativas, organizaciones y proyectos de los consejos comunales y otras formas organizativas comunitarias.
Los días 15 y 16 de agosto en la sede del Equipo de Formación, Información y Publicaciones (EFIP), ubicado en la Urbanización Arvelo de Artigas, se dieron cita voceros/as de los Consejos Comunales POLAR III, POLAR IV y POLAR V, del Barrio La Polar en el municipio San Francisco (ZULIA), voceros/as de los Comités de Riesgo del Barrio Manuelita Sáenz y Catamare de la parroquia Catia La Mar (VARGAS), voceras de la Cooperativa Provincia de Guayana desde el Barrio Las Amazonas en el municipio Caroní (BOLIVAR) voceros/as de los Consejos Comunales del Barrio Fe y Alegría, Las Quinticas, Barrio Unión de Artigas (CARACAS), quienes trabajaron en una amplia agenda.
El primer día, los participantes trabajaron en la Situación Social y Ambiental a nivel Comunal. Se realizó un diagnóstico participativo que dio cuenta de las principales problemáticas ambientales que enfrentan nuestras principales ciudades. Destacan aspectos positivos como mejoras en el servicio de recolección de basura en algunas pocas localidades, sin embargo, los problemas más graves en la mayor parte de las comunidades están relacionados con el manejo de los desechos sólidos y sus consecuencias: su acumulación en cañadas y quebradas, aunado a las lluvias producen las inundaciones. En general, se tomó más conciencia de los efectos sobre la salud y la calidad de vida de la población de nuestras comunidades.
Los participantes pudieron profundizar en el carácter global de estos problemas a nivel global. El cambio climático, el calentamiento global, la desertificación, el incremento de los desechos, las inundaciones, y un largo etcétera de consecuencias también se están sintiendo con mayor frecuencia en casi todas las latitudes sin importar país o población. Son las consecuencias de un modelo económico depredador de la naturaleza, que se basa fundamentalmente en la supremacía del capital por encima del valor trabajo, un sistema económico y financiero que no coloca al ser humano como elemento central. Por lo cual, hasta los recursos naturales como el agua son objeto de mercantilización. Evaluamos el rol de Venezuela, en este contexto ya que tenemos y dependemos de una importante industria petrolera y petroquímica, nos convierte automáticamente en un actor de la situación ambiental global.
Posteriormente, el segundo día se debatieron las Alternativas al Modelo de Desarrollo y la realidad Comunal. En este aparte, comenzamos con el análisis de la Carta de la Tierra, un documento fundamental para impulsar las iniciativas locales en un marco global de acción por el planeta y toda forma de vida. A continuación se presentaron las experiencias del Huerto Escolar en el Barrio Las Amazonas, la Gestión del riesgo frente a las lluvias e inundaciones en Catia La Mar, el proyecto de Calidad de vida ambiental en el Barrio La Polar y las experiencias de la Mancomunidad de Artigas en materia de Saneamiento ambiental en convenio con el Metro de Caracas.
Al final del evento, se construyó una agenda común para fortalecer la formación, dar apoyo a los planes de trabajo y proyectos y compartir experiencias en las distintas localidades. Para continuar, en octubre se realizará un evento de formación y continuar el intercambio de experiencias, centrado en el tema del Consumo Responsable como enfoque y práctica de las 3R: Reducir el Consumo, Reutilizar, Reciclar. Asimismo, cada organización solicitó al resto, apoyos basados en las experiencias de gestión de riesgo, mancomunidades de consejos comunales y huertos comunitarios, a lo cual se dará continuidad en los futuros eventos.
Los participantes evaluaron el evento muy positivamente, por cuanto confirmaron el logro de los objetivos, los nexos establecidos y reafirmar el compromiso ciudadano por el ambiente y la construcción del poder comunal.
